Editorial Regulations

Chapter 1 General Rules

Article 1 (Purpose) The regulation aims to define general rules related to the compilation of the Korean Journal of International Relations (“the KJIR” hereinafter) published by the Korean Association of International Studies (“the KAIS” hereinafter).


Chapter 2 Composition and Role of Editorial Board

Article 2 (Composition of the Editorial Board) The selection of the Editor-in-Chief and the structure of the Editorial Board shall be specified by Article 40 of the KAIS.

Article 3 (Qualifications for and Selection of Editors) Editors shall be selected in consideration of the following criteria
  1. 1. Editors must be members of the KAIS.
  2. 2. The Editor-in-Chief shall nominate up to 20 editors in consideration of factors such as their academic career, major field of study, and affiliation. The President of the KAIS shall appoint editors upon nomination by the Editor-in-Chief.
  3. 3. To facilitate coordination with the Publishing Committee, at least one of the editors shall be an incumbent Publishing Director.

Article 4 (Managing Editor of the Editorial Board) For the purpose of facilitating the Editorial Board, one of the editors shall become the Managing Editor of the journal, and a regular member may be his/her Associate Editor if need be.

Article 5 (Role of the Editorial Board)
  1. 1. The Editor-in-Chief shall convene an Editorial Board Meeting to deliberate on and determine the following:
    1. A. Recommendation of manuscript reviewers
    2. B. Final judgment on manuscript publication
    3. C. Revision of Editorial Regulations
  2. 2. Resolutions in the Editorial Board shall be revised and passed with the consent of a majority of those convened. The same shall be applied to resolutions adopted online.


Chapter 3 Publication of a Manuscript

Article 6 (Receipt of a Manuscript) A manuscript shall be received and processed as follows:
  1. 1. Drafting of the Manuscript - A manuscript to be contributed shall comply with the rules specified by the Editorial Board.
  2. 2. Submission of the Manuscript - A manuscript to be contributed must be received by the e-Submission System. The time of online submission to the Editorial Board shall be regarded as the time of receipt.
  3. 3. Notification of Receipt - When a manuscript is received, the Editorial Board shall notify the author.
  4. 4. Restrictions on Submission - The author should comply with the following restrictions:
    1. A. The author shall be allowed to publish only one manuscript in a calendar year. Co-authoring shall be considered as one publication.
    2. B. Except for special cases, recognized by the Editor-in-Chief, no editors shall be allowed to submit a manuscript during their term as an editor.

Article 7 (Expected Dates of Publication) KJIR shall be published four times a year. The expected dates of publication will be March 31st, June 30th, September 30th, and December 31st. Accordingly, the respective submission due dates for each issue will be December 31st, March 31st, June 30th, and September 30th.


Chapter 4 Procedures and Criteria for Review

Article 8 The Editorial Board shall request review immediately after the submission due date of each quarter.
  1. 1. Appointment of a Reviewer - The Editor-in-Chief shall request editors to recommend reviewers for a manuscript before the appointment of three reviewers.
  2. 2. Request for Review - Appointed reviewers shall be requested via e-mail to review a manuscript, and the review will be conducted based on the review form determined by the Editorial Board.
  3. 3. Due Date - The results of review should be received within 2 weeks. If there is no notification of the results without good reason for 3 weeks, the editor-in-chief will be allowed to replace the reviewer.
  4. 4. Criteria of Decision – After reviewing the manuscript, reviewers will complete a report based on the review form and determine if the manuscript will be published without revision, published with revision, revised and resubmitted, or rejected. Judgement regarding the results of review shall be as follows:

Article 9 ("Publish with Revision") A manuscript judged as "Publish with Revision" shall be sent to the author for revision. Upon revision, the Editorial Board shall re-review the manuscript before determination of publication.

Article 10 ("Revise and Resubmit") A manuscript judged as "Revise and Resubmit" shall follow the process below:
  1. 1. Subject of Review - The author will be requested to revise the manuscript and resubmit it along with a list of revisions.
  2. 2. Request for Review - The three initial reviewers will determine whether the revision in the resubmitted manuscript is sufficient and appropriate.
  3. 3. Due Date - The period of revision by the author shall be two weeks or less, and review by the reviewers shall be one week or less.
  4. 4. Criteria of Decision - Judgement regarding whether to "Publish" or "Reject" the resubmitted manuscript will follow the table below on “Judgement based on Second Review.”
  5. 5. Postponement of Review - If the author(s) are unable to resubmit the revised manuscript by the due date, they may resubmit the revised manuscript for the next issue of KJIR, in which case the manuscript will not be subject to another initial review but proceed directly to the three original reviewers for a second review. If the revised manuscript is resubmitted for the following issue, then the manuscript will be subject to another initial review.
  6. (Example: A manuscript which received “Publish with Revision” after being submitted for the first issue of KJIR will not be subject to another initial review if it is resubmitted after revision for the second issue of KJIR. However, if the revised manuscript is resubmitted for the third or fourth issue of KJIR, then it will be subject to another initial review.)

Article 11 (Rejection and Author Appeal) Upon rejection of a manuscript, the author is allowed to request another review by citing good reasons within 2 weeks of notification of the result. The Editor-in-Chief shall request that the Editorial Board evaluate the author's appeal. If the Editorial Board decides to accept the appeal, the review process will recommence, excluding any former reviewers. The Editorial Board will complete the final evaluation according to the procedures specified in Article 10. The final result cannot be disputed.

Article 12 (Printing & Publication) Final editing and publication for the purpose of printing a manuscript shall be as follows:
  1. 1.Publication - A manuscript selected for publication shall be edited as a manuscript-for-printing and receive the confirmation by the author prior to publication.
  2. 2. Postponement of Publication - Even if a manuscript is confirmed to be published, the Editorial Board can decide to include the manuscript in the following issue of the journal.
  3. 3. Copyright - Once a manuscript is published, the copyright shall belong to the KAIS. Before publication, authors will be asked to sign and submit a consent form for copyright transfer.


Article 13 ("Reject") The author of a manuscript evaluated as rejected shall be notified and provided the reasons for non-publication. However, the submitted manuscript shall not be returned. The manuscript, upon revision, may be submitted one year after the date of final notification.

Article 14 (Publication Certificate and Handling of Plagiarism) A Publication Certificate shall be issued at the author's request after the confirmation of publication. Even after confirmation of publication, a manuscript found to be plagiarized will be handled in accordance with the procedures outlined by the Editorial Board.

Article 15 (Editor’s Ethics) Editors shall maintain strict objectivity and fairness in the entire process of reviewing a manuscript and strive to enhance the expertise and excellence involved in editing the journal. If an editor fails to meet these standards, the Editor-in-Chief shall request the President to dismiss the editor.



Additional Rules

The regulation shall take effect on the date of approval by the Board of Directors' Meeting on February 24, 2006, and the procedures of revision shall comply with Article 5 of the regulations.
